Worked examples

  • $500,000 investment property: $2,870 + 6% × $370,000 = $25,070; as a home, $18,370 + 6% × $60,000 = $21,970.
  • $650,000 first home: general duty $34,070 × ($650,000 − $600,000) ÷ $150,000 = $11,356.67.
  • $900,000 home: $2,870 + 6% × $770,000 = $49,070 (no PPR saving above $550,000).
  • $1,000,000: flat 5.5% = $55,000.

The principal place of residence concession

Victoria has two scales. Investors and buyers of commercial property pay the general rates. Buyers who will live in the home, moving in within 12 months and staying at least 12 months, pay lower rates when the dutiable value is between $130,001 and $550,000, worth up to $3,100. Above $550,000 there is no owner-occupier discount and everyone pays the general rates. Unlike NSW, Victoria calculates duty on the exact dutiable value rather than per $100, and the 5.5% band between $960,000 and $2,000,000 applies to the whole value.

First home buyers

The first home buyer duty exemption removes duty entirely for a home or land valued up to $600,000, and the concession reduces it on a sliding scale up to $750,000. To qualify at least one buyer must be an Australian citizen or permanent resident, none can have owned a home in Australia before, and you must live in the property for 12 continuous months starting within 12 months of settlement. The $10,000 First Home Owner Grant for new homes (regional or metropolitan, up to $750,000) is a separate payment. Pensioners and off-the-plan buyers have their own concessions that this calculator does not apply.

Paying the duty

Duty is paid at settlement through your conveyancer, within 30 days of the transfer. Foreign purchasers of residential property pay foreign purchaser additional duty of 8% on top, and absentee owners face a higher land tax each year. Transfer and mortgage registration fees at Land Use Victoria are separate.

How much is stamp duty on a $700,000 house in Victoria?

$37,070, whether you live in it or rent it out: $2,870 plus 6% of the $570,000 over $130,000. The principal place of residence rates only reach $550,000, so there is no owner-occupier saving at $700,000. An eligible first home buyer pays $24,713, two thirds of the full amount, because $700,000 is two thirds of the way from $600,000 to $750,000.

Do first home buyers pay stamp duty in Victoria?

Not on a home or land valued up to $600,000, and a reduced amount up to $750,000. Above $750,000 full duty applies. At least one buyer must be an Australian citizen, New Zealand citizen or permanent resident. You cannot qualify if you or your partner have had a First Home Owner Grant or first home duty relief before, owned a home before 1 July 2000, or owned and lived in a home for six months or more since then. You must live in the home for at least 12 continuous months starting within 12 months of settlement. New and established homes both qualify for the duty relief; only new homes qualify for the $10,000 grant.

What is the difference between the PPR rate and the general rate?

The principal place of residence (PPR) rate charges 5% rather than 6% on the part of the value between $130,000 and $440,000, then 6% to $550,000 from a lower base. It saves $1 for every $100 between $130,000 and $440,000, up to $3,100 at $440,000 and above, and disappears at $550,001. You must move in within 12 months of settlement and live there for 12 months.

Is Victorian stamp duty calculated per $100?

No. Unlike most states, Victoria charges the percentage on the exact dutiable value, so a $500,001 home pays 6 cents more than a $500,000 one. The dutiable value is the greater of the price and the market value, including GST for new property and any chattels bought with the home that form part of the contract.

How much is the foreign buyer surcharge in Victoria?

Foreign purchaser additional duty is 8% of the dutiable value of residential property, on top of the ordinary duty, so a $700,000 home costs a foreign buyer $37,070 plus $56,000. Australian citizens, permanent residents and New Zealand citizens on a special category visa who are ordinarily resident are not foreign purchasers.

When is stamp duty payable in Victoria?

Within 30 days of settlement, which in practice means your conveyancer lodges the transfer and pays the duty at settlement through Duties Online. Off-the-plan and pensioner concessions, and the 50% duty reduction for commercial and industrial property moving to the new annual property tax, are assessed at the same time.
